Please don't test your biller setup with 123Bill's test account—it won't work correctly.
Setting Up at 123Bill's Website
While registering with 123Bill, make sure to take down the Merchant ID, Password, Merchant Code, Site ID(s), and Item ID(s) that were provided to you by 123Bill. This information will be necessary for setting up 123Bill in NATS3.
Setup your sites in 123Bill's Merchant area. If you authenticate members against NATS's member database, enter the following URL in the Password Script URL field:

Replace linkdomain in the URLs above with your linkdomain.
Make sure to record the Site ID for each site you set up, and the Item ID for each join option you set up.
Set up 123Bill in NATS
When prompted, fill out your transaction and chargeback fees, along with when you wish to deduct them. Fill in the Merchant ID, Password, and Merchant Code that were provided to you by 123Bill under the "Account Info" section. If you were not provided with this information, please contact your biller to receive it.
Next, go to the Sites Admin, create or edit a site, and scroll down to the "Biller Details" section. Find the "123Bill" settings, and enter the Site ID for every site you have set up with 123Bill. This information should have been provided to you by your biller.
Once you have done that, scroll down to the "Join Options this Site Offers" section and create or edit a join option to add 123Bill compatibility. Under "Biller Codes for this Join Option," enter the 123Bill Item ID for every join option you have set up with 123Bill. You can find your 123Bill Site ID in a site's item list on 123Bill's website.
