New NATS4 Includes Admin

The new NATS4 Includes Admin replaces the NATS3 Popup/Exit Admin. Instead of only creating popups, an include can be included in any PHP file. New chain rules let you include different contented based on the current time. For a complete list of features, please see the Includes Admin documentation.
