Start adding an outgoing [[ct#Cross Sale|cross-sale]] in the [[Cross-Sales Admin]].
Click the Outgoing Cross Sales tab, select a biller from the drop-down
box, and click add.  Fill in the form and save.

In the [[Sites Admin]], edit a site, scroll down to the [[Join Options|join options]],
click on the cross-sale icon, select a cross-sale to offer, and click
add.  The cross sale will now appear on the biller's join form.

Outgoing Netbilling cross-sales require you contact your partners and
have them change enter your IP address in their
XSELL_NETBILLING_SECURE_IPS configuration variable.
